I have heard that there is money available, it just needs to be found. I live in texas, I am 25 and probably will be considered to be low income (I make about 12000 a year) but I am single with no children, so I know that doesnt really help ...

Back in the sixties there were no many neat programs that received funding. Perhaps the government will start funding non-profit organizations again and there will be a flow of manna to the people.
